Rachele Smith, Ph.D, founded Victim Safety First to create alternatives to incarceration for offenders, while keeping the communities in which they live safe. The group's focus is to improve public safety through GPS electronic monitoring, while assisting in the management of offenders and promoting positive change in their behavior to ensure Victim Safety First.

Using Omnilink's one-piece electronic monitoring solution, the organization helps ensure that participants abide by curfew requirements and other conditions of their release program. Once an individual is accepted into the program, he/she is required to adhere to four very simple instructions:

  1. Charge the Omnilink device an hour and a half per 24-hour period
  2. Adhere to the schedules of the court (inclusion and exclusion schedules)
  3. Follow the explicit instructions of the referring agency
  4. Respond immediately to contact from the Victim Safety First office
