The Salt Lake County Sheriff's Department launched its electronic monitoring program ten years ago as a simple check-in/check-out system with very limited capabilities. This program was limited to individuals who had a dedicated land line and only monitored the arrival and departure of the offender from their home or work.

The Salt Lake County Sheriff's Department transitioned to the Omnilink offender monitoring solution in order to take advantage of a proven platform for expanding their monitoring program and to gain the ability to track individuals both indoors and outdoors. Omnilink was the clear solution for this application as it is the only electronic monitoring vendor capable of using GPS and cellular signals to track individuals when they are outdoors, as well as when they enter buildings or other impaired locations.

Salt Lake County has experienced excellent compliance among offenders participating in its monitoring program. Also, the Omnilink solution has enabled the community to significantly reduce its cost. To keep an individual incarcerated in the county jail costs approximately $80 per day, while offenders can be placed on the county's electronic monitoring program for approximately $18-24 per day.
