SEX OFFENDERS
On average, 5% of convicted sex offenders will be rearrested for additional sex crimes within 3 years of being released from prison. When you consider the nature of these crimes and the fact that many may go unreported, the percentage may be much higher and the cost to victims staggering.
While the main tool for preventing sex offenses is incarceration, offender's sentences average seven years with only half of that time actually being served. All 50 states have sex offender registration programs that forbid convicted sexual offenders from living near areas where children are known to congregate, but with over half a million registered offenders in the U.S., enforcement is a challenge.
Law enforcement agencies, with the encouragement and support of victim advocacy groups, have begun implementing structured electronic monitoring programs to effectively monitor sexual offenders. While offender monitoring programs, in the form of GPS tethers and GPS ankle bracelets, have proven to be an invaluable asset in the success of sex offender monitoring, not all electronic monitoring solutions are the same.
Omnilink's solution gives officers the ability to monitor an offender from the moment they leave jail, regardless if they are indoors or outdoors. Pairing a single-piece monitoring device with Omnilink's FocalPointâ„¢ web-based software, this solution uses active GPS and assisted GPS technology to track indoors, where GPS alone cannot reach.
Offender location and schedule profiles are set up within FocalPoint, indicating when offenders need to be in certain zones (such as at home or work) and which zones offenders must avoid (such as schools or parks). Officers are alerted when offenders are not where they should be or if they get too close to a forbidden zone.
